Should students be able to use there phones to respond to there girlfriends if there sick or there mom texts them?

I think teachers should let kids to text there parents and friends and girlfriends if they have plans or to ask if they could get picked up early and I agree that kids break rules and use it for other things but if there friends or girlfriends are texting them they should be able to respond to them and text them without the teachers taking there phones.
